CCTV's Homeland Dreamland Goes into O&M Power Project in Dushanbe of Tajikistan

On March 14, 2018, Homeland Dreamland (Belt and Road) column group of the international channel CCTV4, , reported an on-the-spot interview on Dushanbe (the capital of Tajikistan, a Central Asian country) No. 2 thermal power plant, which is the largest thermal power plant in Tajikistan and operated and maintained by O&M Power, with the title of Warm Dushanbe after traveling a long distance..

In the program, the camera crew entered all corners as central control room, substation and turbine workshop, etc., in Dushanbe No. 2 thermal power plant. The project leader in charge of operation and maintenance personnel of the power plant made a specific and comprehensive introduction to the project construction, operation and maintenance, employees' work and life, as well as the cultural exchanges between the Chinese and the local people, etc.. Since the collapse of the Soviet Union, the infrastructure construction in Tajikistan has been lagging behind, and hydroelectricity has been the main power supply for the country. In the capital of Dushanbe, electricity limits was carried out in winter before 2016; worsely the winter there was extremely cold, and central heating was hard to guarantee. In 2016, the construction of Dushanbe No. 2 thermal power plant jointly built by Tajikistan and China was completed, bringing light and warmth to local people.

This is a major industrial capacity cooperation project between China and Tajikistan. The first phase of the thermal power plant (100MW) project was launched in November 2012 and completed in 2014. On September 13, 2014, Chinese President Xi Jinping and President of Tajikistan, Emomali Rakhmon, jointly attended the completion ceremony for the first phase of the power plant and the commencement ceremony for the second phase of the project. The second phase (300MW) project was completed in December 2016.

Shaanxi O&M Power Company began to provide services to the power plant, such as the operator training, preparation of manuals, the commission of four units in the two phases, the trial operation as well as the commercial operation and maintenance of the power plant after the completion and operation since 2013. Up to now, a total of more than 200 engineers have been working hard in the power plant to provide efficient and high-quality service for power and heating supply for people in Tajikistan. In addition, we have always been focusing on providing skill training to local personnel of the power plant. In order to enable the Owner's staff to meet the job requirements of power generation as quickly as possible, have the ability to skillfully operate field equipment and systems, and work independently, our technicians have provided one-to-one master-prentice training to the Owner's staff.

During the training, Chinese masters adhere to high standards and strict requirements, teach by precept and example, pay attention to basic knowledge, and carefully impart the "Chinese power craftsman" work style and safe production experience to the Tajik staff without reservations, thus training a group of staff with strong initiative in learning and high enthusiasm in working. Over the past few years, we have completed professional skills training for more than 300 Tajik workers in more than 20 posts, including steam turbine, boiler, electrical part, chemical part, instrumentation and control, and other related posts, thus reserving qualified power talents for normal operation and maintenance of the thermal power plant in the future.

Sharipov Mansour, the Project Manager for Tajik side of the power plant, Yusupov Murod, the Director of the Power Plant, accepted an interview by the camera crew of a program. They said that with the help of Chinese, Dushanbe No. 2 thermal power plant has been completed and put into production, which ends the history of power limits in Tajikistan. On January 15, 2017, the Tajikistan government canceled the ban on power limit, and Tajikistan people have been out of the history of power shortage and worrying about going through "cold winter" ever since. Both technical level and construction ability of Chinese people are world-class. Majors in electric power are not available in universities in Tajikistan, so power talents are in very short supply. Over the past two years, the Chinese have helped us train a large number of power technical talents, and hundreds of people have been able to operate independently at present.

The camera crew also visited residents in Dushanbe, the capital of Tajikistan, to inquire about heating supply carefully. During the interview, the crew felt the enthusiasm of people in Tajikistan and their gratitude for China's assistance in building the Dushanbe No. 2 thermal power plant. The close visit to the Dushanbe No. 2 thermal power plant by CCTV Homeland Dreamland has focused on the "Chinese power craftsman" who works diligently in the country along the " Belt & Road", strongly demonstrated the international image of O&M Power Company, and promoted the brand value as an "international first-class power generation operator".
